DecideAhead grew out of a major U.S. metro fire department's requirement for a strategic incident-command simulator — a documented, funded need for exactly this: a multi-screen command simulator, a reusable scenario library, and faster authoring. The need was specified by the buyer, not guessed at by a founder.
